Our national Contract Hire and Flexihire Framework agreement covering cars, light commercial, heavy commercial and specialist vehicles up to 44,000 kg GVW, operates under Contract Notice Reference Number 2025/S 000-002156. This is the fifth iteration of this widely trusted framework and has been procured with a heavy emphasis on the fleet requirements of all public sector bodies. This extensive framework is available for wider use by other Registered Social Landlords, plus Local Authorities, NHS Trusts, Police Authorities, Fire Authorities, Leisure Trusts, Registered Charities, Schools, Universities and Colleges.
Halton Housing Fleet Procurement Framework
It may be that your preferred vehicle procurement and funding method is outright purchase, in which case MUFG Corporate Markets have the Outright Purchase Framework under reference: 2024/S 000-021670. This framework provides a simple and competitive route to the acquisition of a wide range of fleet assets. This ranges from cars to refuse collection vehicles, from minibuses to road sweepers, coaches and from EV infrastructure to telematics. There are several vehicle procurement frameworks already in existence. Again, rebates are typically 1-2% of the transaction value. It is not always easy for contracting authorities to identify the level of rebate. Our framework has also been procured with a rebate structure; however, the framework rebates are both transparent and ultra-low, with less rebate required to be paid by the supplier.
As an FCA regulated organisation, MUFG Corporate Markets (unlike other providers in the market) must disclose all rebates generated, so the fee disclosed is the only rebate that we will receive. For this reason, MUFG Corporate Markets fees are simple, if your individual asset is with a discounted purchase price of up to £100,000, the fee will be just £1, if the individual asset be greater than £100,000 then the fee is £50.
Should a funding solution be used for the acquisition of vehicles, a fee per vehicle of £200 is applied.
We also bring our accounting technical expertise and will provide FRSC102 / IFRS 16 certificates for each arrangement entered into – ensuring compliance with lease accounting rules.
